At the end of this course, the students;

Analyze the attempts of the European Union member countries to establish a common foreign, security and defence policy.
Explain the reasons behind the attempts to forge a common foreign policy
Evaluate the successes and failures of EU foreign policy making
Comment on different approaches toward EU foreign policy
Analyze critically EU's foreign policy decisions and policies.

Course Description

This course covers the historical developments regarding the attempts to form a European Foreign Policy and the evolution of the legal and institutional structure of common foreign-policy making in the European Union. Contemporary debates on the issue of European Security and the effects of enlargement on the possibilities of a common foreign policy are also included within the scope of the course.

2^nd Week	Theoretical foundations of the EU foreign policy
3^rd Week	Historical foundations of the CFSP. Analysis of European Defence Community and European Political Cooperation
4^th Week	Establishment of Common Foreign and Security Policy European Security and Defence Policy. Foreign policy instittutions.
5^th Week	Foreign policy tools of the EU
6^th Week	Regional cooperation attempts of the EU toward different regions
7^th Week	Regional cooperation attempts of the EU toward different regions - continued
8^th Week	Mid-Term Exam
9^th Week	EU's Cyprus policy. Turkey and ESDP
10^th Week	EU's human rights policy
11^th Week	EU's policy of democracy and good governance
12^th Week	EU's policy toward regional conflicts
13^th Week	EU's policy toward international crime and terrorism
14^th Week	9/11 attacks and EU foreign policy
